Bad Bill Mashup: HB 576 Provisions Crammed into HB 148
In a disappointing move, lawmakers have revived the worst parts of HB 576—provisions LMTA strongly opposed—by adding them to HB 148. This amendment drastically expands government control over insurance rate-setting by:

  • Eliminating definitions for competitive vs. non-competitive markets

  • Removing objective standards for reviewing rate filings

  • Giving the Insurance Commissioner broad, subjective authority to reject rates

Why the switch? HB 576 couldn’t advance on its own because it was authored by a Democrat. So legislators tacked its language onto HB 148 to keep it alive. Let’s be clear: bad policy is still bad policy—no matter who sponsors it. This move undermines reform and sends a chilling message to insurers already wary of doing business in Louisiana.
