Louisiana Trucking Industry Names Legal Climate as top 2025 Concern - View Louisiana's Top 10 Issues

Baton Rouge, LA – Nov. 6, 2025 – The Louisiana Motor Transport Association (LMTA) today released its Louisiana Top Industry Issues Report for 2025, identifying the state’s legal climate as the number one concern among trucking professionals. The report, conducted in coordination with the American Transportation Research Institute’s (ATRI) national Top Industry Issues survey, underscores that lawsuit abuse and insurance costs continue to dominate the challenges facing Louisiana’s trucking industry.

 

“Insurance premiums have become a major financial strain for our industry,” said Renee Amar, LMTA Executive Director. “For many trucking companies, the cost of insuring their vehicles now represents their largest expense—outpacing both labor and fuel. Some businesses have left the state entirely due to insurance costs. This is unsustainable, and it’s hurting both trucking companies and Louisiana’s economy.”

 

The report’s findings reflect deep concern over Louisiana’s reputation as a “judicial hellhole,” where inflated settlements and frivolous lawsuits drive up insurance costs. LMTA is again calling on state lawmakers to pursue meaningful legal reforms that protect businesses from abusive litigation and help stabilize the insurance market.

 

“Now that our members have made their top issues clear, we need to act—especially on insurance and lawsuit abuse,” Amar continued. “We had hoped with a new governor and legislature in 2024 that solutions would come quickly. While we appreciate recent legislative efforts, truckers need bold and innovative reforms now. Businesses can’t operate here if they can’t afford to insure their fleets.”

 

Following lawsuit abuse and insurance availability, other top concerns identified by Louisiana respondents include the economy, driver distraction, and the driver shortage. Additional issues rounding out the top ten were compliance and safety accountability, infrastructure congestion and funding, driver training standards, diesel emissions regulations, and truck parking.

FMCSA removed five ELDs from the list of registered Electronic Logging Devices (ELDs)

The LMTA Foundation shares this information, courtesy of FMCSA:

 

On October 17, 2025, FMCSA removed the following ELDs from the list of registered ELDs due to the companies' failure to meet the minimum requirements established in Title 49 CFR Appendix A to Subpart B of Part 395.

 

These ELDs now appear on FMCSA’s Revoked Devices list.

(ELD Name - Model Number - ELD Identifier - ELD Provider)

  1. PREMIUM ELD – PMM – PMM492 – ART KILIM INC
  2. TRUE LOGBOOK – 2TRUL – TRL584 – Clean Aura Corp
  3. Xplore ELD – XPLELD – XPLORE – Xplore Tech Inc
  4. KAMI ELD – KAME-X456 – KAM683 – KAMI ELD
  5. EVO ELD 1 – EVO 1 – G711H2 – Evo ELD Inc.

Motor carriers have up to 60 days to replace the revoked ELDs with compliant ELDs. Motor carriers and drivers who use the ELDs listed above must take the following actions:

  1. Discontinue using the revoked ELDs and revert to paper logs or logging software to record required hours of service data.

Replace the revoked ELDs with compliant ELDs from the Registered Devices list before December 16, 2025.

 

Motor carriers and drivers who continue to use the revoked ELDs listed above on or after December 16, 2025 will be in violation of 49 CFR 395.8(a)(1)—“No record of duty status” and drivers will be placed out-of-service (OOS) in accordance with the Commercial Vehicle Safety Alliance (CVSA) OOS Criteria.

 

If the ELD providers correct all identified deficiencies for its device, FMCSA will place the ELD back on the Registered Devices list and inform the industry and the field of the update. However, FMCSA strongly encourages motor carriers to take the actions listed above now to avoid compliance issues in the event that these deficiencies are not addressed by the ELD provider.
